The total number of enchanting slots an item can hold is determined by the item type and if it's made of mithril or not. Adding gems does NOT add an additional enchant to the item, even if it's an exceptional gem.
The gem can be enchanted and added, but the enchant can not be accessed while the stone is in it's setting. ICly this reasoning is something to do with how the enchants begin to distort and cancel one another out. OCly.. it's to keep crafting from skipping around the rules in play.
