A formal notice is delivered by a guard to the Estate Managers office in the hand of the Emperor

As work to create the facility to build ships at Thallis draws to a close you will no doubt receive many requests for construction.

Thus it should be understood that, whilst you can sell from the Slipway as you choose, those vessels built at the Dockyard are not so freely available.

In the first instance, only those known to be loyal to the Imperium will be allowed such purchases. In proof of their qualification, they will show you a permit bearing my seal.

Secondly, no commissions will be undertaken by the Dockyard until work is complete on the first ships of our Imperial navy. Details of those requirements will follow in a few days.

A further missive arrives on laerel's desk, left there by a guard from the Palace

To the Acting Manager

Following consultations, the Imperial Navy is to be equipped with the following ships. The construction of these will be completed before any other work is carried out by the Dockyard and upon completion, each ship will be handed over to the Fleet Commander of the Imperial Guards for disposition:

1 Man of War

2 sloops

2 Imperial Dragonships

The shipbuilding overseer should hire whatever workers are needed for these constructions at Imperial expense to ensure they are completed as quickly as possible.
