Religious Ceremony and Shaman

Question: Why is Shaman excluded from gaining the ranked Skill - Religious Ceremony?'

In many, ahem, primitive societies, the Shaman often performs many of the religious duties of the culture and is often revered or feared due to their ability to commune with the spirits and gods of the culture. Is it due to the 'Temple' being a fixed place? I mean shamans can communicate with the holy just as easily as anyone else and can conduct various rites of their religions.

Religious ceremony implies an organised religion with a fairly fixed hierachy, buildings, and rituals. Whilst a shaman may claim to commune with a deity they are far more associated with the spirit world and they are not part of any accepted religious structure in the sense implied by this skill.
