Mithril Weapons

Well this has come on many ocassions and I'm asking a definite answer here so that it has a place for everyone to look up in case doubt arises.
All mithril weapon on the site already have a 1 point higher than normal attack value and as said in their own description, they already come enchanted with +1 attack on them. Now this has been discussed before with many ops on may an ocasion and always it was told to me (and other players) that the +1 attack enchantment it comes with is already added to the weapon profile. So for an example, a mithril long sword has a 4 attack value and can only be enchanted with +4 to a total of +8... this has always been the case but a situation arouse that one op ruled that the weapon has a 4 base attack value and then gets up to +5 from enchantments (meaning that the already enchanted +1 is not actually added to the base profile) adding to a total of +9 attack.
So it would be good to have a definitive answer to this so everyone will know how it works properly. Thanks in advance.
