Idea for a Character, need suggestions...

Thinking of making a character that is something I've not seen in the game....Today we call this plague, blight, parasite an attorney, private counsellor at law, lawyer. Naturally I'd need a more in theme title for him (yes going to be a male human or perhaps even goblin), and as expected he'd have no power past his influence in working with the sparse laws of this savage land.
Thinking of making his name Soma^Trance......Yet where I'm stuck is what class to make him? Bard? Cleric? what?.......Naturally he'll want basic spells like lie hear, truth speak and so on....Yet I have zero intentions of him ever seeing combat, and if he does utilizing/abusing the laws in place to do battle.
Lastly, I'd use him to work as a negotiator, help others approach the ISA, IG, etc. for assistance, and basically be the pinworm that they are causing an itch on the butthole known as society.
Anywho...suggestions?
