So, to clean this up a little before I give my suggestion:

Race Required: Sithian
Casting Method: Other
Defending Method: Other
Description: Using this spell causes the caster's physical form to completely transform the lower snake body of a sithian to that of a normal human keeping their original gender and sizes the same. This spell only affects the snake body and nothing else. I.E if a female sithian uses this they will still have their wings
Mechanics: Upon casting, the caster's lower body completely transforms to that of a human for one full day, or until the caster dismisses the spell or loses consciousness whichever occurs first. While a full transformation, the character's rough appearance remains the same, skin, height and weight do not change without the additional aid of the Change Self spell.

Suggestion time!
First and foremost, I would give this a new name - something along the lines of the race. Dig a bit into their history and what we know of them to come up with this. Unless we want to apply this broadly, to any race that has a non-humanoid lower half (Sithian, Centaur, Wemics, etc).
The idea is interesting, but I have to question a 'why'. Why would this race, so proud of their heritage (as are the other non-standard races) want to lower themselves into changing their form as such? Is it for espionage? A way to better fit in? I like to consider the motivations for such, since it's removing a core part of the race, if even for a little bit.
Since we'd also have to classify which type of spell it is, would it be an OOB spell or Anywhere spell? If it's an OOB spell, as soon as the Sithian entered combat, the spell would dismiss, in addition to your other stipulations (one day or unconscious). If it's OOB, it'd be a fun little surprise to have one 'pop out' into their native form, when it wasn't very obvious otherwise.
